Partially, lots of submissions. Recent submissions pop up on the main page then, and if it catches someone's eye, you have someone who may look at your gallery and end up adding you. For people who aren't already big-name artists (like LithiumPicnic, ScottChurch and PelicanH) it also just takes time. I've been on DA for a couple few years now, and I only have about 10 people watching me who I don't know who they are.
